Huawei GSM TBF UL Assignement failure rate

Hi All,
i'm RNO, vendor Huawei GSM.
We have some problems on TBF UL ASR. most of the time the cause is MS NO RESPONS.
We have an increasiong number of TBF UL attempts in some cells (there is Re-attempts), and its is for some times in a day.

Is it due to a type of MS.?
Is there a way to limit Re attempts.?
Is it related to BSC?
Any suggestion ?

To Try value of Timer T3168.
What's is better: to put it à a high value (1500ms) instead of 1000ms..
or to a low value 500ms instead of 1000ms?
For me its better high value... to let more time to MS for sending his response..
