Dear Huawei experts,
When analyzing the number of successful RLs set up at lub interface in cell, I notice the following :
VS.IUB.AttRLSetup > VS.IUB.SuccRLSetup, only for all FDDs of the 3rd sector. it's ok for the other sectors.

No Iub congestion in the site.
No degradation of the KPIs (CSSR and CDR PS and CS)
Could you please explain to me the reasons behind these "fails". What could the impact of such a behavior ?
