Neighbor Definition Convention

Dear all, I would like to ask if there's any convention for adding Intra-Frequency Neighbors (F1-F1, F2-F2), Inter-frequency Neighbors (F1-F2) and IRAT neighbors(F1-GSM, F2-GSM)? Someone told me the following things:1) F1-F1, and F2-F2 should be done like normal neighbor planning (as in add all visible neighbors) 2) For F1-F2 add only Co-sited cells as Inter-Frequency Neighbors.3) For IRAT add both F1-GSM and F2-GSM like normal neighbor planning. Is that true? Kindly discuss and explain in detail. Thanks in advance, Bilal

Rule of thumb (list size):
F1-F1: up to 20
F1-F2: up to 16
inter-RAT: up to 16
