ICS Manager operates without a dongle.
Install ICS Manager without Dongle and after install the bootstrap in the same ICS Manager folder.
In this way ICS Manager will be available in ICS Telecom.

I don't know, maybe it's a installation problem.
I tried to install it on XP SP3 and it works.

It doesn't seem the installation problem. Everything installs perfect. It seems there is no direct database upgrade from v.3 to v.5 database structure. My database is v.3. :(
