How can I locate to which cell a user is attached in E******* networks 2G/3G?
I know in 3G you can user "uer" command but only when the user is active in any RAB, but how can I get the cell when he is in idle?
Same question for 2G, is there an mml command to see this?

you can get from HLR or you can use script given below from MSC.

You can check in corresponding MSC/MSS ,for which you required IMSI of the user(same can be get from HLS with hgsdp comman)
once you get imsi use mgssp command to get exact location.

I believe the script will work only if there is an ongoing call ? or SMS ?

Is it applicable for Idle mode also ?

current information of subscriber is always stored in VLR whether in idle or dedicated.

For 3G network, you can look subscriber from RNC side by filtering IMSI.
By command "ced".

In amos/moshell you can use "uer" command with different options and you will see also soft handover RL per imsi.
