NSN 2G Problem

2G call setup failures where the calling party hears the mobile-switched-off message (or goes to voice mail depending whether voice mail is activated or not) when the called party is on a data session prior to receiving the call.

Please kindly inform the reasons.

Do your network have Gs interface? On what NMO your network is running and how about Paging Coordination in BSC if you doesn't have Gs?
