We have 3 carriers. First carrier PSC 1. Can I set 1 by second carrier PSC?

Yes, PSC planning only has single carrier significance. You can re-use the same PSCs on the second & third carrier. That is what we have been doing on our network for quite a few years.

Yes I confirm you can reuse the same PSC on a second and third carrier.

Actually it is better to use the same SC for all the carriers of the same sector, so as not to duplicate the SC planning work

Correctly, It's the best solution.
