Call setup failure due to iRAT cell reselection

Can you help me to fix this problem in Call setup failure?
At the time implementing Call setup procedure of MOC, the MTC did the Cell reselection from/to UTRAN and then Location Update. So, Call setup failure?
What should I do in this case ? Thank you so much

It seems to be that Paging is missing due to LAU at the MTC side.Do you see Mailbox on MTC side.?

How to fix this is case by case.

Keep UE on 2G where 3G is below threshold, So play with 2G/3G cellreselection parameters.
