GSM Drtive test- BA List

Dears,
I have a question concerning the BA list:
if mobile is in dedicated mode he will receive the BA list from the serving cell, so if there is a missing neighbor, it should be added to the database of the serving cell...
but in idle mode if the mobile cant read neighboring cells to do reselection... example: mobile is camping on site A- Cell1, and in idle mode, but in the neighboring cells table, cant see any neighbor but the other cells of the same site for example: site A- cell 1 and site A- cell 2 only...
so how can this happen knowing that mobile is in the idle mode?
in this case how can he get the BA list?

Please any explanation or help is really appreciated.

you can define 2 kind of BAL: 1 for IDLE and 1 for Dedicated. Pls check BAL for Idle

but one more question, how can i view the BA list in idle mode, on TEMS?
in dedicated mode i can view it in Sys info type 5,
but in idle mode??
