LAYERTHR is the parameter. better u can read the alex doc.

we are ready play with LAYERTHR and LAYERHYST but is not effect to reuse number of ping pong handover, so could you please share some experience or document for optimization on live network.

I recommand to check handover margion additonal to CLS in idle mode also.
