Dear Experts,

what could a cause of hearing Auto message says "The number you have called is out of coverage"
when you called someone in your mobile network while both MS & BTS are working properly...

If we consider Ms is working properly, There are many reasons:-
-Ms (already) is out of coverage area.
-high Paging Channel Load (reaching congestion) on cell covering that user.
-Ms doing registration (Ms located in LAC boundary area) at the time of paging.
-MSC configuration problems(like wrong cell configuration).

The solution for such a problem is:-
- adding new sites to provide coverage for bad coverage area.
- Reduce Paging Channel Load.
- Optimize LAC boundary Area.
- Cell configuration in BSC and MSC must be consistant.

Please how to calculate Paging load for particular cell?
and how to reduce/ optimize it..

You must consider I'm sharing with you my Experience in CDMA Optimization
we can get Paging Channel Load from statistics (Like M2000: Huawei, CNO2: ZTE).

-if you want to calculate the Load theoretically see attached file.
-if you want deep understand for paging optimization see attached file.


-
-Check if the load is coming from (call or SMS ).
-If the cause is SMS try to move it to traffic.
- Enable GPM combination.
-Remove unneeded NBR LAC (of the wanted LAC) in MSC side.
-Try to reduce high registration on some sites.

If all of these didn't work or already done, ADD Another Paging Channel.



Read the docs carefully it's very good material.

As I said If your system is CDMA just read the docs in attachement.

check sdcch and utrng if they are ok you must consider to plan again the location area ( according to MSC dimensioning ) this is the best way to solve paging problems problems.

Having BS_AG_BLKS_RES set to Zero will not effect the network at normal load but this will be a big problem in case of huge load (big Events) at network and might cause (paging storm) because you will have many paging in queuing and the paging are transmit at the same CCCH (51-frame) with AGCH and the priority are always for the paging so the BSS can't assign sdcch for any customer so no one will be able to make any call, in some cases you will have flow control started after that
You should always keep 2-3 blocks reserved for AGCH

Usually BTS Paging Ability dependents on:
–CcchConf (Common Control Channel Configuration)
–BsAgBlkRes (Reserved Access Grant Channel Block)
–BsPaMframs (Paging Multi-frame)
–Paging Type (2IMSI, 1IMSI 2TMSI, 4TMSI)
It is recommended to set parameter BSAGBLKRES to 2 for the medium size LAC.
But it is very low possibility that the blocking point of this issue is BTS Paging limitation.
The problem can be with BSC paging. Here we can check the PM statistics to see if there is a paging congestion on BSC level (rejects will be counted between BSC and MSC)
Anyway if even there is no paging congestion LAC planning should be checked. Cause maybe 1 LAC has to high load. Here you should consider for each LAC - TCH trafiic (Erl), Mean holding time, Mobiles per page parameter, average re-paging parameter, call completion ration, MTC call ratio and of course PCH Block number in CCCH. So some calculations will be needed. As a final solution can be LAC redistribution or adding of new LAC.

Hamody is right. Run a layer 3 trace and see if the BTS (under which is the MS) is being paged. If it's a newly configured cell, then check LAC configuration. If existing cell, then check for page load (refer to hamody's post) out-of-coverage, etc.
