Cell doesn't reply to event 1a for softer and intra/inter RNC soft HO !!

Hi friends


I have a cell that doesn't respond to UE when it is sending an event1a measurement report even after 20 second sendig the same event (same proposed cell to be added).
the adjacentcell transmitted in event1a report (proposed to be added) has no congestion or problem.
RTWP is OK.
I noted also that the mobile enters in CM (event1e) and selects a GSM cell however there is a very good monitored cell (EcNo = -8) !!
this behavior has been seen with same cell for differents adjacent cells (cell belong to same NodeB, different NodeB and different RNC with Iur interface).
could u help me please in this topic ?
