License state for licensed feature 'SRB on HSDPA' (F-DPCH + SRB on HSDPA), indicating if the license is ENABLED or DISABLED. That is, whether or not a valid license key for the feature, is installed.

Possible values:
• ENABLED
• DISABLED

Dependencies: In case of Licensing Emergency Unlock, license state is ENABLED.

commom question : is it will support with UE on commom market now? as i know SRB on HSDPA main objective is to reduce power load on DCH in term of used HSDPA Signalling unfortunately have dependency with UE.

•UE must be 3GPP release 7 or newer, and must support F-DPCH

That is out of an NSN trainning, I do not have a current phone by 3gpp release chart, but I am guessing you need to get into the tech specs of your networks most used phones to see if the comply with the above.
To be completly honest I haven't used this feature before, but i guess you can take it from here.
I do have some further info on the feature if you need it.
