RAB setup failure due to BTS

Does anyone could share the possible reasons that lead into high RAB setup failure due to BTS (almost 70%) ?
No alarm occur and no CE congest.

there are various reasons that could explain the BTS failures. After an outage, the BTS would still not be in synch and would cause these failures. Simple solution is to reset the site and see if they disappear..

transmission problem may lead to RB setup failure (radio link setup procedure) and therefore RAB setup failure.
@tsiz, can u tell me the meaning of "outage" ?
