Hi,

we have seen in a DT that a neighbor cell(in different frequency but belongs to the same RNC of best cell in AS) is reported as stronger than the best cell in AS however no action has been taken by RNC to make interfrequency HO.
in other case, we have seen that the worst cell in AS has not been deleted after sending measurement reports to RNC which causes a drop.
can anyone explain to us the two phenomenas ?

I assume that you have checked the target cells resources availability having resources to be assigned for the 1st case, also for the 1st and 2nd case what's the guarantee that the events sent by the the UE was received by the bts in other words if you are in a poor coverage area or the serving cell(s) have any UL issue what is the guarante that the event to add, delete, replace could be decoded by BTS.
Also you need to check signaling load on the IUB because the RNC might be sending to the node b but due to high IUB load the node b is not responding with a certain time.
