luca.b, I had the same problem. The reason was my Win 7 OS; it was home edition, probably earlier version. In Win 7 Pro and Enterprise edition, it does not happen

I agree with you that is the O.S is the problem but not the version since i had the issue with win 7 professional. I had the sensation that some software (maybe mapinfo) that I had installed modify something to my o.s. that now is not able to work properly.

Try using other version of ICS Telecom, you might get it resolved, or sometimes it requires installing Visual C++ Redistributable and/or .Net Framework.
