Hi,

Generally, it seems true that the UE in highly loaded cell cannot be handed over to other cell based on load if the CRNC of the higly loaded cell is not the SRNC of the UE.
Have you ever seen any 3G RAN product which supports the load based handover over Iur?
If avaialbe could you briefly explain how it is possible?
Tricky implementation would be fine.

Hi! If you are talking about target neighbours there is a parameter e.g. in E// called ifLbhoMode
which defines depending on the value
1 - Include all defined IF neighbour cells.
2 - Include only “Non-Iur external” IF cells used for CNHHO.
3 - Do not include “Non-Iur external” IF cells used for CNHHO.

If you are talking about connection itself then the connection shouldn't be originated from another RNC over Iur.
