3G Reselection Issues

Hi guys, in our network we have a lot of complaints of Data users who are in double mode (2G&3G) and who complains of being always on 2G while 3G coverage is quite good in their Area. We checked already the reselection parameters and it seems to be ok: FDDQMIN=5, QSI=always, FDDOffset=0.

Any help or explanations? we did the test with one mobile changing the dual mode to 2G only then go back to dual mode and the mobile don't go to 3G!

You can also check parameter RLUMP and define the necessary 3G neighbours.

Thanks for your comment , but our RAN is ALU and we don't create the necessary 3G neighbours on the OMC, meanwhile i cannot find the parameter RLUMP, can you please provide more details about it?
