i recommend you to read this thesis "LTE PERFORMANCE ANALYSIS ON 800 AND 1800 MHz BANDS" ...coz the researcher made a practical measurement for LTE band 1800mhz

and 800 mhz

The above mentioned thesis describes a practical way to decide upon these thresholds. Following them in each case would give you the answer, as only the frequency changes.
