Discussion: UMTS Multi Carrier Management Strategy

Hi friends,

I want to open a discussion for multi carrier management strategy.
Below is the developed startegy we are using for UMTS, please suggest advantages/disadvantages or better options...

-> We have two carriers for UMTS in 2.1GHz

Basic Strategy:

f1 is un-barred and f2 is barred
f1 is open for CS, R99 & HSPA; while f2 is only for HSPA
We can DRD for HSPA from f1 -> f2
LDR (Load based HSPA traffic shifting is enabled from f1 -> f2 using blind handover)
Dual Carrier capable UEs would use both the carriers
Coverage based inter frequency handover is enabled from f2 -> f1

Please suggest your ideas/experience!
