How can I calculate the number of simulateous users that a cell can attend with HSDPA and HSUPA?

it's depend on the number of codes that you have in DL, Channel Element...

also, check your licenses... can happen that you are also limited by it.
In HSDPA number of users is defined only by license.

It is limited by network's licence. let say in HW HSDPA user max is 64

In Huawei has license for 96 users too.

In E******* its 96 users you can add.
