Hi,
I have a question and I will be very greatful if you could help me. When a HandOver 2G-3G (Cs) occurs, after the BSC sends the Ue the HandOver Command, the Ue responds to the RNC with the "HandOver to UTRAN Complete" message over an RRC connection.Must this RRC connection be established before sending this message or is it established yet?
