COPS Tool

Dear All;

I attached extention file for COPS tool and previous working license i dont know if someone can help for reactivate this tool which is useful since its diectly connected to the E******* OSS system and can work within mapinfo to solve daliy problem like HO and missing neigbour, frequency tuning.
