Oh, silly me. But outgoing is OK, no congestion, CDR, CSSR, TCH assignment, no path balance, Neighbor list is ok
Anyone used to have the same case?

Check for HW issues on the SRC cell
Check HO requests, commands, success from neighboring cells to src cell.

Well, it occur with 1 or 2 cells, not all neighbors :) maybe we'll take a drive test to check

It could be HW fault/cabling problem/parameter issue/geographic issue.
Base on what I have experienced.
- in HW fault and cabling problem cases: several neighbours should have problem to HO to this cell. And the incoming HO statistic should be obviously much lower than outgoing, i.e. 85% compared to 98%.
- check the parameter if any improper HO offset applied between some of those neighbour cells to the problem cell.
- Due to geographic issues, the cell could cover a road that have an obstacle, so may be all the time, if we don't put some offset to help faster or lower HO process, the HOs're most likelyo to fail.
