EUL Accesibility Issues

Hi Experts,

Need to consult about the degradation of EUL CSSR KPI. Vendor: E///. The following checked and verified:
- pmTotalTimeEulDchBalancing
- pmNoFailedRabEstAttEulRateCong
- pmNoAllowedEul
also the possibility of having max number of user exceeded.

All the items above returns to ZERO.
Any issues might contribute to the degradation? please share...
