Hi experts,
I have some questions related to international roaming,

Scenario:
If UE is 3G enabled and moves to another country where there is only one 3G Operator and rest three operators are 2G only,

Case I:
If Roaming priority (with Home Operator of UE) is same for all operators,
1) Then would this roamer successfully roam to 3G network or 2G network?

Case II:
If 3G operator has lowest priority in roaming partnership (with Home Operator of UE) as compared with all other 2G operators
2) Still the roamer would roam to 3G operator?

Case III:
If 3G operator has no roaming agreement (with Home Operator of UE)
3) Then would UE roam to 3G Operator or not?

Thanks for sharing knowledge!

This is written in 3GPP specs 34.123-1

"Automatic Network Selection Mode Procedure:
The MS selects and attempts registration on other PLMNs, if available and allowable in the following order:
i) HPLMN (if not previously selected);
ii) Each PLMN in the "User Controlled PLMN Selector with Access Technology" data field in the SIM (in priority order);
iii) Each PLMN in the "Operator Controlled PLMN Selector with Access Technology" data field in the SIM (in priority order);
iv) Other PLMN/access technology combinations with received high quality signal in random order;
v) Other PLMN/access technology combinations in order of decreasing signal quality."

Hope this helps!
Cheers
