Med ultima forte - ask to mojiiiiii, he used a free-med.
Med Optimim xAFP Tools - for very old version 5.3 and not actualy.

as my experience for frequency planning that good try to use Ultima Forte that is support all vender(E*******, Huawei.....), can support with measurement of BSC.
Automatic frequency plan by measurement of BSC.
