i found one Cell Access Restriction command. I need to know "What is Cell Access Restriction?", "How it work?" and "What is impact of system". Please help me guys.

Defines Access Classes which are barred access to the PLMN. When barring a class MS can still Handover to a barred cell but cannot originate a call. Acess class 10 is designated for emergency call ( I think) and same concpet goes in TCH Flow control when overload condition is initiated by the MSC CRM bars an access class. There are 16 access classed divided into groups.

Maybe this is important to mention also.
If you do Access Class barring for some class, users of that class cannot have service but can still camp on that cell.
This is very tricky parameter to play with because you can end up with cell on which users are camping and cannot initiate a call (UEs do not perceive it as barred while camping).
