Problem about TCH half rate allocation

Dear all,

I have a problem with TCH half rate allocation.

When I set THR_FR_LOAD_U_SV1 = 100%, THR_FR_LOAD_L_SV1 = 100%, THR_FR_LOAD_U_SV3 = 100%, THR_FR_LOAD_L_SV3 =100%,
All traffic on this cell is full rate (100% full rate).

But when I set all with 0% value,
Traffic on this cell is both full rate and half rate, half rate traffic ratio about 20%. I think, in this case, All traffic must be half rate (half rate traffic must be 100%).

So what is problem here? Do i misunderstand something? and how can i resolve it?

Set THR_FR_LOAD_U_SV1 to 1 % and all others to 0% - then you'll have only half-rate.

Can you explain to me why set THR_FR_LOAD_U_SV1 to 1-% can make all traffic on half rate? (We can set this value to 10% only - step of 10%)

I changed the value of THR_FR_AMR_U_SV1 into 10%, and half rate allocation rate form 20 -25%.

There is no change. This problem is not due to parameters.

@All cell were set THR_FR_AMR_U_SV1 to 0% - 10% had half rate traffic about 90%. After specific day, all that cell have had half rate traffic decrease to 20% (total traffic is not different).
This issue occurs in all BSC of one OMCR. Another OMCR is normal.
Please give me some advice to find the root cause of this issue!

There are no problems about BSC side, This issue is caused by setting HR Codec on MSC.
