what the disadvantage of E******* RRC load control?

Dear,

Attached the feature describtion of E******* RRC load control. i have the following questions on it:

1- Did any body try it before so he can share the result?
2- what the disadvantage of it?
3- is it working only if it activated in both RNC and CELL or it can work on RNC level then start rejection of PS RRC in all cells under the RNC?
4- what is the recmmnded parameters setting for it?

RRC load control needs to be activated in RNC only and at each GPB i.e mMP. all Cells are connected to particular mMP and hence activating at mMP level is sufficient and the right procedure.
In highly loaded RNCs i.e RNCs having high GPB average load should have this feature activated so that few congested sites do not over load whole RNC.... Add reputation if you like
