2G 3G neighbor planning tool

Hi
I need to do neighbor planning for 2G and 3G cells (need to define Irat nbrs as well). Which is the best tool for this purpose? I am looking for tool that can import both 2G and 3G data and is able to do Irat Nbr planning from within the same project.

MIPT is a great mapinfo tool for 3G-3G and 3G-2G Neighbor planning.
