Counter for detected set reporting (M1028C1-4)

I understand that this counter reports the number of detected set events per scrambling code.
Can anyone explain if this counter requires to buy a special feature from NSN or it should be free to activation?
If it requires a feature, what feature is it?

Unfortunately you need a feature: RAN Detected Set Reporting and Measurements feature RAN1191 for reporting (and update your counters) and another feature for SHO based on DSR (ADJD neighbors).

After acttivating RAN1191, you have to set DSRepBasedSHO parameter (Detected Set Reporting Based SHO) to 1 (or 2 is you want also to do SHO based on reported nbrs:

The parameter indicates whether the Detected Set Reporting (DSR) based soft/softer handover is enabled in the cell. When the Detected Set Reporting and Measurements feature (optional) is enabled in the RNC, the parameter can have the following values:
0: DSR is not allowed.
1: DSR is enabled but SHO to detected cell is not allowed.
When the soft handover based on the Detected Set Reporting feature (optional) is enabled in the RNC, the parameter can have the following values:
0: DSR is not allowed.
2: DSR based SHO is enabled.
This parameter affects the content of System Information Block type 11&12.

Can you please, elaborate about this feature availability for NSN UTRAN infrastructure, which is based on LTE NodeB without RNC?

Is all features available for RU20 with RNC also available for NSN infrastructure without RNC?

You mean I-HSPA? Yes, such feature is available also for I-HSPA if you mean that?

Yes, I mean I-HSPA - flat network architecture, the reason for this question, that NSN RU20 RAN referring this feature as RNC feature, while I-HSPA network has no RNC...

Do you have some reference for NED library where all features and Performance counters are described?
