3G PDP activation Time

Hi Experts, actually we have a PDP activation time near 1.3s where the RNC and Core PS are both E//. From tracing i observed that the delay is induced by the PS RAB assignment time where this procedure takes near 1s! Any suggestions on how to reduce the RAB assignment time ? For comparison the PDP activation time on NSN area is near 8s only.

After analysis, i found that the RAB establishment time is more long when the mobile is making a hard handover from F1 to F2 for the PS RAB, around 1s. One way to decrease this time is to enable cell selection on F2 or activate HS on F1. Any comments or other recommendations ?

I did this one as well, HSPA load balance for all carriers, and open cell reslection both for F1&F2, then PS R99&CS call will stay on layer without load balance
