Hi! For troubleshooting it's better to measure all of them since usually you don't
know where the problem is located (radio, buffers, tcp, application and etc.)
But if you want just to make benchmark it's better to measure close to user.
Here just simplyfied example of relation between them.

Hello, could you please tell me if low throughput in the MAC, or RLC what it indicates, also how to know if I have problem in the buffer.
I'm not sure if the answer in the attachment because I don't have privilege to download it :-(

Trouble-shooting - all of them are useful.
Reporting - application (user) throughput, that's what people want to see.

My opinion anyways...

RLC throughput serves as the best indicator for user experience
