Hi!
1. In terms of RNC it could be SRNC that performs Macro Diversity combining and has IU-CS(PS) to the Core. So if you have cell A in SRNC and cell B in DRNC, both an AS, cell A can be called "primary".
2. Having at least one cell in AS you shouldn't drop. E.g. drop from 3 different cells in AS can be caused mainly by Ue's problem but this is not a common issue.
