Need improvement in RX Quality in NSN

Experts,
I have 4.2MHz of GSM spectrum.System is NSN(Ex-Nokia).Please suggest some advance level parameters to improve the downlink Rxquality (presently at 96%(0-5 samples) to 98% apart from the normal process like frequency planning,antenna tilt etc.

You must do Frequency retuning to better distribution with Netact Optimizer Tool. You can do a good distribution with 21 channel.
