Huawei Inter-BSC HO Problem

Dears,

There is Low Handover Performance between Huawei BSCs (Inter-BSC). Intra-HO Performance is OK (98 %-99 %).
Inter-BSC HO is about (80% -90%). The issue is not in some specific cells, most of the cells have this issue.

What can be the reasons?

No Hardware Issue
No Co-BSIC-BCCH Issue
No wrong cell definition in External BSCs

Check the HO failure counters to find out which one has high failures. You can then find out the reasons. Also check if the cells have been defined correctly in MSC.

If the cell was defined incorrectly in MSC then new call should be unsuccessful as I know, right?
