Kindly please anyone can advise on this failure event case:

It is observed that there were a numbers of measurement report with the content of the following before it was released due to synchronization failure. But normally synchronization failure are triggered due to slow handover ( poor EcNo quality ) or maybe target handover cell was congested or other reason, but can someone please advise for this case please? What are the meaning of the Measurement report formatted as follows:
