MAXTA works for an access burst on the RACH. In ******** there is poor_initial_assignment
that enables or disables checking the timing advance on a
Random Access Channel (RACH). If the RACH is too far away, this indicates that there has been
a poor initial assignment, and therefore the RACH is discarded.

but in Huawei RACH is dicraded by the BTS if u apply MAX TA limit not degradading any KPI but in ******** its not the case RACH is discarded by the BSC severely degradaing SD Access Success Rate; so if u want to reduce blocking or have to reduce drops at higher TA its recommended as long as Immediate Assignment Successs Rate is not part of the agreed KPIs with cutomers............
