Does anyone know the mechanism to calculate C/I in Actix ?

Because I saw that in Actix, there are many parameters to evaluate C/I such as: TEMS C2I Value, TEMS C2I timeslot or TEMS C2I absolute by ARFCN. Thus, my question is that what parameter is used in Opimizing GSM ? Tks
