IRAT HO Problem 3G(Huawei) to 2G(********)

In our network UE cannot perform IRAT HO from 3G(Huawei) to 2G(********) both of CS&PS.
Anyone have experince with this matter, please share.

In addition to the ciphering check the value of inter_rat_enabled on ******** 2G.
check if the LAC is correctly defined from 3G to 2G
check from core side if the LACs are correctly defined and activated.
