very nice summary. must read

I liked it overall, but it suggests to: "Add interfering cell to the neighbour of the serving cell." In case of pilot pollution, I must disagree.... Either the cell has to be a suitable server within the area (based on the positioning) or it is a polluter and MUST BE ELIMINATED not added to the neighbour list.
Anyways a good overall reference.
