No able to get 15 code in One cell in E******* system
Is there any license required for this?

First of all, it is difficult to get 15 codes in one cell since you have only 16 codes available in the coding tree and normaly you have voice calls, common channels and PS Data R99 that consume codes. So, normaly in a low loaded cell you can get by 13 codes only.

Hi,

If you have HSUPA enabled, it will not be possible to use 15 codes (especialy if you enable 3 codes for HSSSCH): This is because HSUPA involve usage of downlink codes (EHICH, EAGCH & ERGCH)
So even in unloaded cell, you will not be able to use 15 codes ( in NSN system there is feature 72 HSPA users which enable dynamic allocation of HSSSCH codes which make it possible to use 15 codes for HSDPA)
