View Full Version : Can mobile make handover to a neighbor which is out of measurement control message?

For example, cell x is neighbor of cell A. Now cell A is in active set with other cell and cell x is out of the combined list that was sent to the mobile.
Mobile measured cell x as detected neighbor and sent it to the RNC (event 1a). In this case, will the RNC add cell x to the active set?

Hi! If you are talking about Unmonitored Set - reduced neighbor Cell Lists that are not included in the Monitored Subset due Monitored Subset Reduction, this set UE is not ordered to measure on.

But Unmonitored set is the part of a Valid cell (Active Set, Monitored set, Unmonitored set) and RNC is able to translate information from it.
During Soft/Softer Handover Evaluation RNC checks if the reported cell is valid. If other conditions (quality and etc.) are satisfied the proposed candidate can be added to the Active Set.

Another question is if the measurment control message contains neighbors in priority order? So the mobile starts Measuring neighbors fom the most important one. This is morerelevant in inter freq or Irat measurements When it takes some time to measure neighbors.

Active Set (AS) : cells in soft/softer handover, and UTRAN ordered UE measurements
Monitored Set (MN) : cells not in Active set, but UTRAN ordered UE measurements
Detected Set (DN) : cells detected by UE, but are included neither in Active Set nor Monitored Set


One of the sollution to deal with DN is neighbour reprioritisation. You may also check this thread
