Does anyone know what does signaling efficiency in HSDPA means? And how is it used in HSDPA optimization?

HSDPA session is usually coming with associated R99 signaling channels. But there is little to tweak to improve overall performance.
What you might refer to is some State associated with HS : Cell_PCH for example. There is also a bunch of parameters specific to HS (like those handling Serving Cell Change) that can have a huge impact on performance.

I think you are referring to some features like data rate for associated uplink channel can be reduced to 16 kbps, HS-SCCH less operation, SRB over HSPA etc.

All this features (Uplink DTX, Downlink DRX, HS-SCCH less operation, F-DPCH and etc.) included in Continuous Packet Connectivity (CPC). CPC improves the always-on experience by increasing battery life. DTX increases the uplink capacity by reducing the uplink interference. You may see main principle of DTX as difference between R6 and R7 in picture below.
