There is no standard measurement for NodeB utilization. Cells in NodeB can face blocking due to Power Resource, Code Resource and Channel Elements. Power and Code are cell based resources, Channel Elements are are hardware resource in Nodeb, shared by cells. Channel Elements usage can be measured in NodeB and expressed in terms of NodeB Utilization. but HSDPA does not consume Channel Elements in downlink so it is not absolutely correct but can be considered.

You may check as well Transmission capacity. Especially if you are using T1.

Yes. 100mbps pipe may be not enough.

If its NSN Node B, Following counters are useful to measure IuB Utilization.

IP IuB : M568
ATM IuB : M529 and M530 (VP or VC Level Measurements)

Based on these 2 Counters you can measure Utilization.

Have you checked transmission, how many E1 do you use?

Thank you for the info. Basically I'm looking at overall the NodeB utilization. So based on comments shared it is not specific to 1 possibility. It could be the CE,Codes,Power or even Transmission. Indeed if the bottleneck is Transmission than the utilization should measure the Iub level, correct me. Otherwise would be the limit of CE should be best consider the measurement.

If Iub is ok, then normaly Code or power Congestion is the most important than CE congestion (If you have planned CEs with enogh margins for SHOs).
