Our mobile network has just finished upgrade from GSM to WCDMA.
Now, I have to write "Scope of work for 2G/3G optimization" before deploy optimization.
I know many of you have ever done in optimizing 2G/3G network.

Could you give me some advices about it?
So if possible can share for me and others a document related to the "Scope of work for optimization".
