NSN-E******* IUR issue.

Hi Experts!!

We have an IUR between E******* and NSN RNCs. We have high number of soft handover failures from E******* towards NSN, the other way is fine.
I have these failures messages
Received signal RNSAP RADIO LINK SETUP FAILURE.
Received signal RNSAP DEDICATED MEASUREMENT INITIATION FAILURE;

Can someone please suggest probable causes or somethings to be checked further?

Check AESA address plan on both side.
E******* RNC supports transport layer address (AESA) in embedded E.164 format (AFI=45).
NSN RNC uses transport layer address in AFI=49 format.

If problem in ATM addressing , so there must be error message in the TNL configurations layer2
but the RNSAP messages are layer 3
