SCTP Link COngestion in NodeB

I got SCTP Link COngest in some nodeb huawei.
ACtually i dont know what is SCTP link and how to resolve the SCTP Link congestion ?

As I know that SCTPLNK for the signaling/CP while IPPATH for userplane.
