I have 2 RNC NSN in the same MSC, but all HO are fail from RNC1 to RNC2. I checked parameter Iur link--> it's ok, Iur link up, C7 ok. And do u have any idea about that?

I observed such a problem due to miss definition. Likely in our system it is happening after site rehomming from RNC1 to RNC2 . In this case after rehoming you need to remove site data base from original RNC with all existing relations. and let's check again that in external cell definition in 1st and 2nd RNC UARFCN DL/UL defined correctly.

They don't have site rehoming. They're two new RNC in same MSC Huawei.It happen for all cell in border of 2 RNC, so i don't think they're missing at External cell...
